Keith Johnson currently serves as a Contracting Officer for the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC). NITAAC administers three best-in-class governmentwide acquisition contracts, of which Keith is directly responsible for two of these three- CIO-SP3 and CIO-SP3 Small Business. With a combined ceiling of $40 billion, CIO-SP3 and CIO-SP3 Small Business can be used by any federal civilian or DoD agency to procure IT services and solutions. Of these two contracts, CIO-SP3 Small Business is exceptionally valuable because it gives small businesses the opportunity to compete for government contracts and delivers cutting-edge technology to agencies at the most competitive price points.
David has worked on many special projects and developed numerous procurement vehicles and strategies to help small business and implemented innovative methods to ensure maximum participation by small business on Federal procurements.
David has managed various GC programs during his career and is a former Area Director, Deputy Director for Government Contracting, Director for the Office of Natural Resources Sales Assistance directing the day-to-day operations of the SBA Timber set-aside Program, and as a 1102 Procurement Analyst executing the Non-Manufacturer Rule Program.
David served as the initial Director for the SBA Business Matchmaking Program overseeing all events for the agency including a special effort in the Gulf States (post-Katrina) to provide aid to small businesses devastated by the hurricane. David also performed a detail on Capitol Hill assigned to the Senate Small Business Committee providing expertise in the review of language for the Small Business Jobs Bill.
Ms. Joanne Woytek is the Program Director for the NASA SEWP Program. Ms. Woytek manages the strategic direction, planning and day-to-day operations of SEWP – a premier Government-Wide Acquisition Contract (GWAC) providing Federal Agencies access to the latest in Information & Communication Technology solutions. Ms. Woytek is a 42-year veteran to Goddard Space Flight Center (GSFC) in Greenbelt Maryland. From SEWP’s inception, twenty-seven years ago, through to the present, Ms. Woytek continues to be the key figure in the continuing evolution of the program. Ms. Woytek is an ACT/IAC Fellow and Board member, an active member of the National Contract Management Association (NCMA), and Elected Customer Member Representative for The Open Group Governing Board. A few of the many awards Ms. Woytek has received while serving as Program Manager are the Acquisition Improvement Award, Customer Service Excellence Award, Group Achievement Award, The 2019 & 2016 Federal 100 Award. Coalition for Government Procurement’s 2014 Lifetime Acquisition Excellence Award, MAGIC 2013 Acquisition Excellence Award, and the Government Industry Cooperation Award. Prior to SEWP, Ms. Woytek served as a NASA mathematician focused on systems administration, database management, and user application programming.
This session will address the benefits to federal prime contract holders of nearshore outsourcing and provide case studies for successful IT business support from companies based in Puerto Rico. As a US territory, Puerto Rico provides many advantage to offshore outsourcing including helping prime contract holders meet subcontracting plans for small business and other socio economic participation. Invited personnel include IT program managers responsible for system development, IT support specialists and personnel responsible for small business contract compliance. Participants are requested to provide feedback on how they leverage outsourcing to control costs, manage contract requirements and maintain quality deliverables for federal contracts.

Darrell Green is best known as a former cornerback with the Washington Redskins. During his record-setting 20 year career with the team he came to be known and lovingly referred to as “Mr. Redskin.” His on field accomplishments include two Super Bowl victories, seven selections to the Pro Bowl, and four NFL Fastest Man competitions. In 1991, he was the World’s Fastest Athlete.
As an avid businessman, Green owns and operates several businesses. In 1997, he established Darrell Green Enterprises, Inc., a marketing company that facilitates opportunities for Green and manages www.DarrellGreen.com.
